Growing up poor, Jubilee often had to steal to survive. At 16 when he needed to refill his epipens but couldn't afford it, he chose to steal them. Unfortunately, he was caught and sent to juvenile detention.

Hating the confinement and lack of safe foods, Jubilee escaped. Repeatedly. Everytime he was caught he'd stay for a few days before escaping again.

Eventually this lead him to Nanba, the world's most high security prison. He was sent to building 13 where he now resides. He is in the same cell as Tsukumo now and often joins the cell 13 crew in the rec room.
